Strategic Council Online - Interview: An expert on US affairs commenting on the recent video call between the presidents of China and the United States said: Basically when the tension between the big powers is increasing, communication channels are very necessary and useful to prevent miscalculation and escalation of tension.

In an interview with the website of the Strategic Council, Tahmoures Gholami stated: Many believe that the communication line between the United States and the Soviet Union during the Cold War in many cases, such as the Cuban missile crisis, prevented a nuclear war between the two superpowers.

Gholami, referring to the point that the Chinese and US governments, commonly and reciprocally, have always welcomed the path of dialogue and contact and deem it necessary, stressed: The recent dialogue between the presidents of China and the United States is important because in recent months, tensions between the two countries had risen over the issue of Taiwan.

He continued: Following the news of US military and training aid to Taiwan, which violated the official agreement between Washington and Beijing, the Chinese government reacted relatively strongly to this issue and with the flight of warplanes in the region adjacent to Taiwan, once again emphasized that Taiwan belonged to it. Following the move, the United States announced that it was ready to defend Taiwan in any case, which many interpreted it as a sign of US readiness for war with China.

The expert on the US affairs noted: Even the US president himself has stated that his country has sufficient military capabilities to deal with China, and that such measures and statements have made the South China Sea more prone to conflict between the two powers.

According to Gholami, in addition, following the recent G20 session, the Chinese government did not show the necessary and sufficient will to deal with the problem of global warming in Glasgow.

He stressed: Today, all believe that the problem of global warming is a global problem that cannot be overcome without the support of all countries, especially large countries such as China. In fact, the Chinese government, by not accompanying in the Glasgow environment session, sent a message to the United States that Beijing would not be able to accompany the US to face with global issues if Washington’s tension seeking policies continued.

The expert on the US affairs also said: These two issues, along with the economic rivalry between the two countries, which had shifted towards animosity, made it necessary to make a video call between the presidents of China and the United States. In fact, officials of the two countries welcomed the dialogue because, on the one hand, they want to avoid military confrontation, and on the other hand, they are aware of the need for a common front to solve global problems.

He also commented on the impact of the talks on issues between Beijing and Washington and said: It is clear that a single dialogue or possible talks in the future will not be able to resolve the fundamental issues between China and the United States, but it will undoubtedly help Washington and Beijing to reduce tensions between them.

The expert on the US affairs continued: In other words, China’s emphasis on its sovereignty over Taiwan and the US refusal to accept this issue is not something that can be resolved through dialogue; but dialogue can prevent a recurrence of the recent tensions over Taiwan.

Regarding the results of the video call, he said: The main and final result of the recent talks between the presidents of China and the United States should be considered as the opening of dialogue and diplomacy between the two countries despite all the existing tensions. It seems that in the future, the need for such talks will be felt again and the officials of the two countries will welcome such talks.

Gholami continued: At the same time, telephone conversations can even provide the basis for face-to-face conversations, which in itself has a more important and positive effect than video and telephone conversations.

In conclusion, the expert commented on the view of Beijing and Washington at each other’s position and said: The fact is that today the United States has accepted China’s position as a major international power, and Washington knows that it needs to engage with Beijing to resolve many international issues, including bilateral issues. On the other hand, the Chinese government, as a major power, is aware that continued contact with the US officials not only can address misconceptions, but can also help manage and reduce tensions between the two countries.
