The role of and expectations from the Secretary General of the United Nations

Strategic Council Online—Interview: A professor of international law says the outgoing Secretary-General of the United Nations is primarily mandated to make efforts and take activities to provide and guarantee international peace and security.

Gholamreza Khaji told the Strategic Council on Foreign Relations that Antonio Guteres has renewed his candidature for the post of Secretary General of the United Nations as his term is terminating, adding that the five permanent members of the United Nations Security Council are officially and directly involved in approving or vetoing the selection of the Secretary General.

“When we study various periods in the United Nations, rarely can we find a Secretary General who has acted totally independent. Perhaps they have made some movements in one or two cases. For example, they might have revised a report. However, often, the Secretaries General of the United Nations have failed to apply the objectives enshrined in the Charter of the United Nations. Unfortunately, the objectives and principles described in the Charter of the United Nations have had no efficiency and efficacy.”

This university professor explained the many tasks and responsibilities of the Secretary General of the United Nations as per the rules and regulations, saying “one of the main reasons behind the failure of the Secretary General of the United Nations is the multiplication of the his/her duties. Structurally, the Secretary General of the United Nations shoulders some responsibilities while he/she is unable to undertake them. Therefore, the efficiency of the work of the Secretary General of the United Nations is reduced. Perhaps these conditions have been intentionally created for the post of the Secretary General of the United Nations.”

The Secretary General of the United Nations is in the control of the five veto-wielding powers of the Security Council

He said the five permanent members of the Security Council of the United Nations enjoy a veto power in the council for the selection of the Secretary General.

“This is true concerning other posts. For example, regarding the post of the Financial Deputy of the United Nations, the French are very sensitive as they appoint candidates and can tell you who is the next deputy for finance. On social and political issues, the UK proposes candidates. On critical and military issues, Americans appoint several people on several posts.”

The Secretary General of the United Nations lack required efficiency

Khaji added that when the role of the Secretary General of the United Nations is examined thoroughly, you can see there is an American, a British and a French and a bit of Chinese and Russian bits. Therefore, the Secretary General of the United Nations cannot have the required efficiency.

Criticizing the poor performance of Guteres as the Secretary General of the United Nations concerning some important international issues, he referred to several serious crises at the international level and said “Daesh terrorism was not only a deviated current but they indeed set up a government and some countries such as Saudi Arabia and the United Arab Emirates recognized them. All countries failed to stop Daesh but the Islamic Republic of Iran was the only country that destroyed Daesh with its sacrifice, power and strength.”

This professor of international law said unfortunately the Secretary General of the United Nations did not take an effective step in this respect and he failed to send any force to resolve this issue. These are responsibilities and duties of the Secretary General of the United Nations but he failed to fulfill his duty.

Referring to the ineffectiveness of the Secretary General of the United Nations regarding the measures taken by the United States and the Zionist regime during the Trump era against Palestine, he said the Secretary General of the United Nations played a totally inactive role in this issues.

“In connection with Iraq, we see that Americans invaded Iraq and refuse to withdraw. What measures has been taken by the Secretary General of the United Nations to resolve this issue?.”

Khaji said the role of the Secretary General of the United Nations was very weak during the four years of Trump tenure, adding  that any country has the right to have ballistic missiles and no other country has the right to prevent the other from building missiles.

“However, Americans did their utmost efforts against Iran as if the Secretary General of the United Nations did not exist.”

The poor performance of the Secretary General of the United Nations concerning the assassination of General Soleimani

Referring to the poor performance of the Secretary General of the United Nations concerning the assassination of General Soleimani by the Americans, he said “this is a very controversial issue which needs to be analyzed carefully. This assassination by the United States constitutes a violation of the public international law, as well as diplomatic law, the 1961 and 1963 conventions and the human rights conventions. The Secretary General of the United Nations could play an effective role in this however due to being influenced by Americans and other powers, he failed to take any action concerning the assassination of General Soleimani and other issues.”

Expectations from the next Secretary General of the United Nations
