Dr. Seyed Abbas Araghchi, speaking at the specialized meeting on “Foreign Relations in the Artificial Intelligence Era,” which was hosted by the Strategic Council on Foreign Relations, emphasized the importance of the topics raised in the meeting and the impact and application of artificial intelligence in governance, and said: Unlike the past when one or more governments were the players in an event, now we are faced with a large number of players, whether governmental, international organizations or non-governmental and companies, as well as terrorist groups and even individuals; in the way that Mullah Omar to Elon Musk are playing at the international level, Or a person behind a computer will destroy a country. In fact, the number of international components in every international phenomenon has increased.

Saying that before negotiating, you should see a tremendous amount of information in your brain and process it regularly while verifying it; Araghchi emphasized: Artificial intelligence should help in this situation by processing the information before negotiating and making decisions.

At the same time, calling predictions difficult under the current conditions of the international arena, he stated: One of the problems in the field of foreign policy is successive surprises as the whole world was surprised by Russia’s attack on Ukraine, except for the United States, which had already said it, and an institution in Iran which, considering the formation of the military forces and comparing it to the pattern of previous attacks, had concluded that this war would take place.

Emphasizing that it is very important to review, compare and summarize the behavior patterns of countries, the university professor said: Otherwise, you will have to pay high costs by being surprised.

Emphasizing the necessity of using the achievements of other countries in the field of artificial intelligence and the capacity of diplomacy in this regard, Araghchi said: When the norms are taking shape, even if against our interests, we have no other alternative but to accept the protocols and joining them. For example, if we want to be connected to an international phone, we must accept that the code 0098 has been assigned to us, and if we want to pick up the receiver and make a call, such protocols must be accepted. No matter how much we say that if we call, our words will be eavesdropped, and they will say that’s it. You will be deprived of international interactions if you don’t do it.

He said: We are generally behind in the field of artificial intelligence. Therefore, we must think internationally and open the way for those with skills. We won’t effectively set norms if we don’t have a say. We have much work to do in this direction.
