Strategic Effects & Aspects of Ukraine Crisis

Strategic Council Online: The Meeting was held to review strategic outcomes and aspects of Ukraine crisis hosted by the Strategic Council on Foreign Relations (SCFR) during morning March 9, 2022 in which the President and the Secretary of the Council as well as a number of experts and university professors were attending.

At the outset of the meeting, the Secretary of the Strategic Council on Foreign Relations, Dr. Seyed Abbass Araghchi spelled out that the crisis will be coupled with short term and long term consequences from strategic point of view for the international system. It is necessary that its outcomes in various geopolitical, bilateral, regional and international aspects are addressed in the analyzing the future perspective of the crisis.

Former Iranian Ambassador to Moscow, Dr. Mehdi Sanaie, having provided an analysis on the reason why the crisis occurred, he elaborated the internal situation of the country to face with Ukraine war and spelled out:” different scenarios are conceivable for the future of the crisis; but what is certain is that there will be geopolitical changes after the battle. For sure, the situation will cause changes on how Russia looks at regional and international issues from now on. Moscow will try to solidify its position out of the crisis”.

According to Dr. Foad Izadi, professor of Tehran University:” answer to this question that whether the war in Ukraine will cause great development in international system or not? is considered essential to analyze the crisis”, and said:” due to various reasons, the U.S. does not let the flames of the war smother, among the reasons are the opposition of American elites with Putin himself, the U.S. economy and competition with Russia in this field, questioning NATO nature, Biden’s challenges in domestic policies and the U.S. stance in unity with Europe”.

He considered the transparency in the positions of countries on the crisis as one of the opportunities put forward following the war and said:” in long run, the U.S. will lose by establishment of a transparent front vis-à-vis itself”.

Dr. Jahangir Karami, professor of Tehran University also stressed in this meeting on the necessity of paying attention to dynamic elements when analyzing the crisis and said:” it should be noted that we will witness a more integrated front in the West following the crisis. In the meantime, the behavior of regional powers should also be scrutinized and followed up”.

Dr. Mehdi Amiri, Director of Political Bureau of Research Center affiliated to the Islamic Consultative Assembly has also considered the Ukraine crisis as the beginning of the redefinition of international systems and arrangements which has the potential capacity to turn the soft warfare to hard warfare too. According to him, paying attention to geopolitical changes are deemed necessary following the outbreak of the war. In the meantime, having referred to measures taken by some states to develop their soft and hard influence nowadays, he stressed on the necessity of intelligent approach towards the events overshadowed by the crisis and are being taken place in international arena”.

Dr. Mahmoud Gholi minavand, professor of Radio & T.V. University was another participant of the meeting who stressed on the necessity to pay attention to the immediate consequences of the war on economic and security areas and spelled out:” the West’s reaction to Russia has been at the level of a full-fledged war prior to apply force and has exerted the maximum pressure on the country”.

Dr. Shoeib Bahman, an expert on Russian issues was also predicting in the meeting that the war would continue. He added:” the slow pace of Russia’s advancing its forces in Ukraine seems to be normal in view of the modality of its ground based forces. Main Moscow’s objective to continue the trend is to unseat the present government in Kiev”.

Morteza Makki, the expert of European affairs was another participant of the meeting who commented on how the West see the crisis and spelled out:” the West’s policies versus Russia have intensified the status of war in Ukraine and this is certain that the status of relations between Russia and the West would, by no means, return to its pre-crisis status”.
