Assessment of Beijing Policy on Strategic Competition between China & the U.S.

Strategic Council Online- Interview: Having stated that China believes that her relations with Washington should be transformed to stabled and healthy ones to confront effectively with global challenges, a university professor said:” the route that China has defined to exploit her interests in the future of the global system is based on multilateral policy and diplomacy.

Having stated that due to various issues exist between China and the U.S. as two major powers their relations are coupled with complicated equations, Dr. Hamed Vafaei in an interview with the site of Strategic Council on Foreign Relations said:” the recent virtual summit meeting between the presidents of the United States and China was the first detailed talk and negotiation between the senior officials of the two countries that unlike the previous Chinese approach, a large part of the remarks made by Mr. Xi in the course of the negotiation was published.

He spelled out:” Such remarks might be assessed as the newest Chinese manifest and her communist party vis-à-vis the United States. Special attention must be paid to the aspects of the report of the Foreign Ministry of China about the meeting.

Basics of China’s Attention on Interaction with the U.S.     

Having stated that China is not looking for challenge with the U.S., Vafaei explained:” the issue of healthy and stabled relations which China refers to, has several principles, among the important issues are the mutual respect to development pattern, fundamental interests and essential concerns of  countries. Chinese emphasize that if such issues are considered, then the control of differences and common views will be brought into attention”.

He added:” China’s leader stressed in his negotiations with Biden that in the issue of common view with the participation of both China and the U.S., the phrase common co-existence should be added. In fact, once again Chinese are showing their interests to interact with the U.S”.

The university professor mentioned the second principle and basis of importance to China in her relations with the U.S. as peace and understanding and added:” China considers win-win cooperation as another basis in her relations with the U.S. In the course of the virtual meeting with the U.S. President, China’s leader openly spoke of his country’s effort to make a big cake for cooperation between the two countries and emphasize that the kind of 0-1 look is rejected.

Vafaeie called some interpretations in which it is said China is looking for the decadence of the U.S. as incorrect and said:” the President of China whose statements will turn into law in his country told Mr. Biden that the world is big enough where both China and the U.S. have places to secure their presence and interests.

The expert on China said that Xi Jinping the China’s leader declared in the course of his virtual meeting with Biden that China and the United States as two great countries should show their responsibility in directing the international system to exit from crises. He invited the U.S. to join the China’s global initiatives. Vafaei added:” China raised the issue of equal spirit and mutual interests and reminded her readiness to dealings with the U.S. at different levels. It should not be permitted that the relations of two sides be derailed”.

He mentioned the furthering of coordination on different issues among the China’s emphases in the meeting with the U.S. president and said:” Xi Jinping mentioned an allegory in this regard and said in the large global sea, two giant ships of China and the U.S. are sailing and they have the responsibility to take the helm of the ships, controlling the rudder and their ship sails, take a route not to lead to a collision.  China expressed hope that the Americans will not head towards a new cold war.

Vafaei continued:” China’s leader touched upon briefly the challenging issues that exist between the two countries and said the policy to control China with Taiwan’s tool, is like playing with fire and the one who plays with fire will certainly get burned. Xi took a rather tough tone at this section of their conversation”.

China is not looking for the U.S. fall or destruction  

The analyst on China’s issues referred to the preparedness of China to enter into human rights issues and her opposition to use it as an instrument. He added:” if we consider a large space for multilateralism of China in which they see themselves as one of the important poles in the future of a global system, they consider the U.S. as another pole too and they are not looking for the U.S. fall or destruction at all, as the president of China has emphasized “multilateralism in international arena will be impossible without the cooperation between the U.S. and China”.

He said:” the roadmap that China has defined to exploit her interests in future of an international system, is multilateral policy and diplomacy. China stresses that her interactions with the U.S. should be within the framework of the UN and the UN Charter”.

Having stated that severe and extensive collision between China and the U.S. seems to be unlikely, until and unless a measure is taken by the U.S., Vafaei said:” Now, there is ping pong diplomacy between the U.S. and China. Therefore, any strike from one side will be reciprocated immediately with an appropriate response from the other side. So, if the U.S. intensifies the clashes with China, she will certainly respond, but China will not be the beginner of any clash”.

Tehran University professor pointed out the creation of strong arms and increasing economic influence of China in different countries and regions. He stated that, unlike the U.S., the main leverage of China is economic one. He rejected some analyses based on which the temporary toleration policy with the U.S. and the rising possibility of the military approach adopted by China against Washington in case of trespassing the U.S. standards and indices of the U.S. strength.

Vafaei touched upon the tough competition between the U.S. and China in cyber technology and artificial intelligent areas and underscored:” China’s policy and global approach is centered on both you and I will remain in the game and this is the difference between the U.S. and China’s policy”.

The analyst of China’s affairs said:” China has defined the idea of the human world with a common destiny. It should not be forgotten the atmosphere that created the present U.S. was during a special junction in the international system. China knows too that there are other countries stepping towards growth and development, and the creation of multipolar atmosphere is indispensable for the future world. Therefore, it seems that the U.S. has to act in the playground that China has already defined and to interact positively or negatively with her”.
