Dr. Kharrazi at the World Governments Summit 2025: The Future of Governance Must Not Only Be Digital, But Also Just, Compassionate, and Transformative

Strategic Council Online: The President of the Strategic Council on Foreign Relations, in his speech at the 12th World Governments Summit (2025), addressed key issues surrounding the transformation of governance in the age of artificial intelligence and social justice. He stated, "We must ensure that AI serves as a catalyst for justice, empowerment, and shared prosperity. Together, we can leverage this technology to build societies that are fair, inclusive, and resilient. The future of governance should not only be digital, it should be just, compassionate, and transformative."

Dr. Seyed Kamal Kharrazi emphasized, “Artificial Intelligence (AI) is not just automating tasks or augmenting industries—it is reshaping human cognition and redefining governance. The next few decades will see the fusion of human intelligence with AI capabilities, creating new paradigms for governance and public administration.”
Governance in the Age of AI
Dr. Kharrazi discussed the role of AI in predicting crises and better resource management, stating, “Predictive governance will transform governments from reactive entities to dynamic systems that continuously adjust based on predictive insights, enabling them to identify and manage crises before they occur.”
He also addressed the challenges of the digital divide and inequality, noting, “AI presents a unique opportunity to bridge social and economic gaps. This technology can ensure equitable access to healthcare, education, and financial services.”
Transformation in Infrastructure and Education
In part of his speech, Dr. Kharrazi highlighted the importance of AI in smart infrastructure planning and improving the quality of education, emphasizing, “AI can reduce disparities between urban and rural education systems and provide equal opportunities for all through personalized learning.”
The Need for Ethical and International Frameworks
In another part of his speech, Dr. Kharrazi stressed the need for ethical frameworks to prevent the misuse of AI, stating, “The UN may need to establish dedicated AI governance councils to oversee ethical AI deployment in international decision-making.”
The World Governments Summit 2025, themed “Shaping Future Governments,” is being held in Dubai, bringing together leaders, policymakers, and experts from around the world. As one of the most prominent international platforms on governance, the summit aims to exchange ideas and solutions for building the governments of the future.
